AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has reported, issuing warnings about a potential threat to democracy just over a week before the country’s general election.
Testing Reveals Consistent Bias in AI Suggestions
The four chatbots evaluated by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog explained in a analysis released ahead of the 29 October election.
For over 50% of instances, the AI recommended either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the positions of these parties, the report indicated.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The deputy head of the data protection agency, the official Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that did not necessarily align with their political views, she added.
“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and hard to confirm.”
Election Context and Party Dynamics
Netherlands citizens vote on 29 October in an electoral contest that will be closely watched across the continent for the performance of the PVV.
The right-leaning group of Geert Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.
Every significant political faction have ruled out an alliance with the PVV, implying the runner-up party is most likely to provide the next prime minister.
Inadvertent Prejudice Attributed to Chatbot Functioning
The authority stressed that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
