Nineteen of Daniil Medvedev's 21 victories have been won on hardcourt
A comeback the Russian player won his maiden championship for 882 days with victory over Frenchman Moutet in the competition title decider.
Medvedev, a former number one, has experienced a challenging season, achieving just one win at the big events and suffering a setback at the New York tournament.
The player's unpredictability on the tennis tour - and difficulties with his serving in particular - led to him dropping out of the elite rankings and ultimately splitting with long-time coach his previous coach.
Currently collaborating with Johansson and Goetzke, Medvedev has consistently progressed in the past month - culminating in a tightly fought 7-5 4-6 6-3 triumph over opponent Moutet.
It is the player's first title following the Italian tournament and first on a hardcourt from March of that year.
Victory also means the Russian has won twenty-one championships at twenty-one distinct tournaments.
"It's the first time I have attended a event with my children at once, so to secure a title is really nice," commented world number 14 the champion.
"This victory is in dedication of my younger daughter Victoria, because the initial championship I got when my first daughter my daughter was born was for her."
The tennis star, the past champion, had failed in his previous six title deciders, including in that event previously this season.
The player's retrieving play style and recurring outbursts on the tennis court had caused observers to question if his skill to play at the top level was finished.
However the athlete has implemented adjustments in the last few weeks, making an effort to approach the net and compete aggressively, backed up by an improved serving game.
The champion came back from a deficit in the first set against the challenging Frenchman, taking four of the last five exchanges to gain the advantage.
Both players traded service breaks in the second set before Moutet, striving for his initial professional championship, seized the initiative to create a third set.
He defended four early-game chances in a close final set before Medvedev won the break to fifteen to close out the victory.
Appropriately, he clinched victory with a point at the front of the court, with Moutet unable to handle a shot after two hours and 38 minutes.
